What a Roof Certification Letter Covers, and What It Does Not
The appraiser noted the roof, underwriting attached a condition, and now somebody needs a number of years in writing. Here is what gets observed, how remaining life is estimated, and the four things this letter will never tell you.
Roof certifications appear in transactions almost entirely by the same route. An appraiser notes wear, or an inspector notes a deficiency, and underwriting turns that observation into a condition requiring a certification of remaining useful life before the file can close.
The condition usually names a number, most often two, three, or five years, because lender guidelines are written around those figures. What it rarely explains is what the person issuing it is going to look at, or what the resulting document can and cannot be used for. That gap is where most of the disputes in this area come from.
What gets observed
A roof certification is an observation of the roof covering and the visible components that keep water out, followed by an engineer's estimate of how much serviceable life remains.
- The covering material and its condition: granule loss, cupping, curling, cracking, blistering, thermal splitting, or fastener backout depending on the material.
- Flashing at every penetration and transition. Chimneys, vents, pipe boots, skylights, and wall intersections are where roofs actually leak, far more often than in the open field.
- Valleys, ridge, and hip treatment.
- Edge condition: drip edge, rake, and eave, which is where wind damage begins.
- Drainage: gutters, downspouts, and whether water leaves the roof and the foundation or pools somewhere convenient for both to fail.
- Evidence of active or prior leakage where it can be seen, including from inside the attic if there is access.
The attic matters more than people expect. Decking condition, staining, daylight at penetrations, and previous patching are visible from underneath in a way they are not from above. An old leak that has been repaired on the exterior frequently leaves its history on the underside of the sheathing.
How remaining useful life is actually estimated
This is a professional judgement rather than a calculation, and it is worth being honest about that. The estimate is built from four inputs.
- Material and its typical service life. Three tab asphalt, architectural asphalt, metal, tile, and modified bitumen all age differently and fail differently.
- Observed condition against that expectation. A ten year old roof showing fifteen years of wear is telling you something about its exposure or its installation.
- Installation quality where it is visible, particularly at flashings and fasteners, because most premature failures start there rather than in the field of the roof.
- Local exposure, which in Texas is a large factor rather than a footnote.
The output is a stated number of years, because that is what the recipient needs. It is an estimate. It is not a promise, and a letter that reads like a promise is a letter written badly.
The Texas conditions that shorten roof life
Three regional factors do most of the damage here, and a competent observation is looking for all three.
Heat and ultraviolet exposure
Sustained summer heat and high UV age asphalt shingle faster than the manufacturer's rated life suggests, particularly on south and west facing planes. It is common for one plane of a Texas roof to be visibly older than another on the same house, and a certification should say so rather than average it away.
Hail
Hail is a regional certainty across North, Central, and West Texas. On any roof more than a few years old in Dallas, Fort Worth, Abilene, or Amarillo, the question is not whether it has taken hail but whether the resulting damage is functional or cosmetic.
That distinction is the single most useful thing in a Texas roof certification. Functional damage has fractured the mat, displaced granules to the point of exposing the substrate, or compromised the covering's ability to shed water, and it shortens remaining life. Cosmetic damage is a dent in metal or a mark that has not compromised anything. A letter that treats every hail mark as failure is useless, and so is one that ignores hail entirely.
Wind
Design wind speed varies enormously across the state, and a roof on the lower coast has lived a different life from one in the Hill Country. Edge condition, fastener condition, and evidence of lifted or repaired tabs read differently depending on where the house is.
What the letter deliberately does not cover
This is the section worth reading twice, because the distance between what a roof certification says and what people assume it says is where disagreements start.
- It is not a warranty or a guarantee. Nobody is promising the roof will not leak tomorrow.
- It is not a structural evaluation of the roof framing. Whether the rafters or trusses are adequate is a separate scope and a separate letter, and the two are frequently confused because both involve the word roof.
- It does not report on what is underneath the covering where the covering was not removed. Decking, underlayment, and the number of existing layers are inferred at best unless something was opened.
- It is not an insurance claim document. Nothing in it is framed to argue causation or to support a claim, and a reputable engineer will not write one that is.
Engineer or roofing contractor
Both issue roof certifications and lenders differ on which they accept. The distinction that matters is not competence. It is interest.
A roofing contractor who certifies a roof is frequently the party who would be paid to replace it. Some underwriters accept that without concern and some specifically require a professional engineer for exactly that reason. Neither position is unreasonable, and which applies to your file is written in the condition language.
The practical advice is short: read the condition before ordering. Ordering the wrong one costs a week, and a week at that stage of a file is expensive.
When the roof does not have the life the file needs
It happens regularly, and it is not the end of the transaction. The deficiencies are itemized and the remaining life is estimated as observed. If repairs are made afterward, the roof can be re-observed and a letter issued against the corrected condition.
That sequence is normal. What does not happen is a number adjusted because somebody needed a different one. The reason a lender accepts a sealed estimate without sending their own inspector is that the number followed the observation, and an engineer who moves it on request has destroyed the only thing that made the document worth buying.
Getting it done quickly
- Arrange access, including attic access, and say where the attic hatch is.
- Send the underwriter's condition verbatim, including the addressee and the number of years it requires.
- Provide roof age and any roofing invoices or repair records the owner has. Documented age materially improves an estimate.
- Expect weather to move it. A roof observation in a Texas thunderstorm is neither safe nor accurate, and an engineer who goes up anyway is not the one you want.
Where the pitch and covering allow it safely, walking a roof shows things a ground level observation does not, and a letter should say which method was used. Where it does not, the observation is made from a ladder at the eave and from the ground with optics, and that limitation belongs on the page rather than in nobody's memory.
